The last experiment in the field of social building, i.e. the communist society is a history. Based on the lessons drawn, on its way to affirmation is the concept that the control of society cannot be bound with scientific methods because it interferes with the free development of social relations.
However contemporary democracy is hardly the best solution of the issue for social organization. The bitter experience accumulated in historical retrospect and in recent years not uncertainly leads to the conclusion that there exist numerous problems that remain questions of principle, i.e. they are insurmountable in the long run. Thus, once again is raised the question how human society should develop: either spontaneously, without regulation, set goals or clear perspectives or science should nonetheless take the challenge of social control.
Here the main idea is concentrated on a complex approach to the issue including three stages:
- The first stage: science should develop a NEW THEORY for the management of society.
- Second stage: this theory should be tested through EXPERIMENT. The experiment itself would be concentrated on the development of a completed model of society in purely theoretical aspect.
- The third stage would include the building of a true society but of a smaller scale, i.e. an EXPERIMENTAL SOCIETY. On this society science will make the full range of research without fear that possible negative consequences would affect the real society (as it happened with communism).
And it would be only then when the applying of one or another already tested scheme of control would be implemented.
